Getting your public procurement documents ready

Legal advice we have received suggests that we needs to get all our procurement documents completed (PQQ, ITT, contract etc) before we publish our OJEU notice. The wording is in Regulation 53 of the new regulations. This was never suggested to be the case under the old regulations, does anyone know why the sudden change? Does anyone agree with this interpretation of the rules?
