Lead for ADB's procurement outreach activities such as the annual fair; in-country seminars and confenrences.

A few projects:

ADB Manila designed, developed and rolled out ADB’s Procurement Capacity Assessment and procurement planning methodology.

For the Department of Public Procurement Cambodia, drafted the decree (now enacted) governoing all public procurement.

For the Ministry of Economy and Finance Cambodia drafted standard procurement documents (accepted by donors) for goods, construction works and consulting services. Drafted a procurement manual to support users.

Provided the Government of the Philippines a road map and strategy including the sylabus to be delivered by the Asian Institute of Management for the professionalization of the procurement function.

For the World Bank led the procurement harmonization working group that introduced standard bidding documents for use by the Government of the Philippines regardless of the funding source. Philippines was the first country to acheive this globally.

January 2000 - September 2002 ( 2 years, 8 months )

Working in an association with KPMG Consulting led the procurement team undertaking social expenditure reforms in the social sector - Education and Social Welfare.

Introduced procurement procedures, processes and documentation covering the nationwide school building program, school furtniture and text books.

Assisted the two departments in their operational procurement spend advising the Chairs of the Bids and Awards Committees on specific transactions.
