What is to be considered when creating a supply chain?

I have the opportunity to create a supply chain from scratch for my team's area. I have got down all of the key points I want to ensure I cover in my process however I would like to know what everyone thinks should be included and is often missed in creating an effective supply chain as I'm sure I can learn a lot from this unique opportunity.
