Strategic sourcing

Dear all My new company has Sourcing department( leading the cost down, sourcing new products, negotiate and maintain supplier relationship, etc) and Supply chain department( placing the order, logistic part). This role is defined by Strategic Sourcing. Could you please give me some suggestions about the STRATEGIC PART? How to come up with an effective and efficient Strategy Soucing?
