RfQ for Vehicle

Good morning, I'd appreciate advice on this: I'm currently reviewing draft procurement package documents from a project. One small package is a Request for Quotation for 1 new SUV vehicle. In the RfQ letter to relevant vehicle suppliers in the country, the all 10 suppliers are named in the "To" section. So, all suppliers will know who received an RfQ. I wonder if this increases risk of collusion - or, is it not a significant risk in this case? Appreciate advice! Thank you.
