Remote management for Procurement

I would like everyone's... well, not EVERYONE'S... thoughts on whether a Purchasing Manager can operate remotely? Is it possible, in your opinion, for a purchasing department to be managed from another location, town or even another country, or is it absolutely necessary for the manager to be onsite? Does it depend on the company's product, or the strength of the team involved. What part could technology play? I'd really appreciate some thoughts and opinions on this, when you have a moment.
