Reactive operation logistics

Hi, Working on a contract where response times are critical can be a challenge at the best of times. But when the contract is cost inclusive and generates very little changeable works it becomes even tougher. So the emphasis is on a sound supply chain to support the opeational requirements along with being commercially viable. My role covers operational and commercial aspects with the main focus on having the right components to support the reactive business. In a meeting last week I heard the phrase "reactive operational logistics" and "logistical engineering" is anyone familiar with any of these phrases? Or was said someone trying to make my role within the logistics function sound quirky or upity?
