Procuring Parts from ABB: Why difficult?!

Short time ago, I was in meeting with the Plant Manager discussing about a pending RFQ has been hanged since long. The RFQ is lot items list for ABB Parts. I did my best to contact with the OEM. They redirected me to their distributors in UAE, but i didn't get the proper and perfect quotation. Please how could you help me to reach positive people/partners globally helps me in this case!
