Procurement Differentiated Services

I came across this concept wherein procurement differentiates their service offerings and charges the business for the service offerings. An example of this could be: if the standard time for executing an RFI is 20 days but, due to some urgent factors, procurement deploys extra resources and speeds up the process. Would procurement be able to charge a premium? The premium could be in terms of evaluating the performance of the team or also in the framework of procurement as profit center . Appreciate all your thoughts!!
