Postgraduate Courses

I'm considering applying for a postgraduate course (Public Procurement LLM) and was wondering what the general feeling about them was? Do they help careers? Are they worth the time/money? I found CIPS to be an exercise in passing exams rather than learning so I am keen to do something to develop my skills.
