Is the Procurement 'toolkit' really transferable between sectors and organisations?

As the Procurement 'toolkit' is meant to be transferable, are there any examples of people who have moved sectors successfully? Either Private to public or vice versa, or a different type of organisation within a specific sector? What were the enablers and what were the challenges?
