Is Procurement seen by your company executives as a strategic function?

Procurement, supply chain and logistics have all been seen as a cost, something to be controlled by budgets. Do you see a move away from this view, are you asked your opinion when the functional and corporate strategies are defined? Does "Procurement" even see itself as strategic?
