Is category experience a help or hindrance?

I've heard that it's becoming more commonplace for category buyers to only be involved with a specific category for a limited time before being moved to different categories. Some of the reasons I have heard are: - limiting the relationships with suppliers - developing the ability to adapt to a new category and potentially different process - encouraging understanding of the different barriers and technical elements - getting a new perspective on the category But is category experience beneficial? It's often said that it's easier mould new, then cut out bad habits and could bringing in someone with no relevant category experience be more beneficial in the long-run? Or it is more relevant to have someone who knows the category inside and out?
