In a company with IT and Human Resources services as priority, what are the main competences that a Procurement Professional should focus?

I'm starting as Procurement Leader in a company, and I want to make sure that I can understand the needs of my internal client and make myself clear about policies and Supplier Relationship Management. Despite Global policies I'm free to adapt the department.
