I think that especially non-experts should refrain from making apples-to-apples comparisons where, as Pierre Mitchell puts it in the article, it's more a matter of comparing a watermelon to a grape -- which makes it completely invalid. To me, it seems like an dramatic, poorly researched opinion from the watchdog organization. Has they obtained expert advise from procurement technology specialists, there would not have been a dramatic headline to write...
