How to install responsible procurement in public organisations?

I have moved roles from Assistant Environment Advisor to Contracts officer. I know what RP elements should be inserted into contracts but how does the rest of my team know? How can I build a system which automatically gives them the information they need and make sure it is correct? Ideas/examples of best practise are appreciated.
