How do you calculate supplier diversity spend?

Many congratulations to Henri Fadli for his recent win of CPO of the year. I'm slightly confused by a line in the article stating he: "Increased supplier diversity spend by 400% from $15m per year to approx. $253m per year over four years " Would it be possible to explain to me what this means? Wouldn't a 400% increase be $60m? In addition, does that mean he spread the budget across more suppliers? Apologies in advance for my ignorance, I just don't seem to be able to decipher this!
