How do procurement professionals deal with IT/Telecom purchasing? Regards

Would you always look at the size of the company???? Could a consulting agent who was able to offer reduce bespoke prices and still provide the contract with the network , i.e Vodafone have a chance???? Would be great to get your thoughts.
