How can you train or prepare people and make sure they are capable of leading and facilitating change?

The latest keynote on Day 2 of ProcureCon Europe has posed an interesting question on the challenges of ensuring people are capable of leading the required change in organisations. There were a couple of great responses from the audience here (including strong mandates from the top, and the need for strong soft skills), but what do you think?
