How can I avoid incorrect freight charges on inbound deliveries?

Our MRO team is ordering parts from suppliers with freight included. However, the freight carriers are also invoicing us directly for freight, which we already paid for through cost of goods. Carriers are telling me they can't help - we should require suppliers to put "Prepaid Freight" on BOL.
