Goods in procedures

Evening, I work for a manufacturing company that makes window blinds in a team of 2. We have issues with deliveries of fabrics not being booked on to stock quickly enough or not booked on to stock at all, losing delivery notes, deliveries not being booked in etc. The problems arise at goods in as deliveries of fabrics cant be opened due to dust and dirt, so it has to be sent to production to be checked, the delivery note is then passed to me to be booked on. Its been an issue for 5 years whilst I have been employed, I have no experience of other procurement departments or other companies so I dont have any idea on what we can do, does anyone know any have any suggestions to remedy this issue?
