Central to Best Value is the selection of the best available supplier. The best available supplier is the party that delivers the highest quality at the lowest price. Best Value is a philosophy that originated in America and has been applied worldwide for many years. Within Europe, it is mainly used in the Netherlands, Norway and Poland. Recently, Best Value has also seen a strong emergence in Belgium. Best Value is a purchasing method that offers a lot of added value compared to existing purchasing models in which tenders are valued according to the principle that the most value must be obtained for the lowest price. Best Value goes beyond promoting a win-win cooperation that stimulates innovation. The Best Value methodology has been developed in the nineties by its creator Prof. Dr. Dean Kashiwagi.
