For Public Procurers - Access Fees for Framework Agreements

Its quite common for procuring bodies to charge an access fee for other bodies to use their framework agreements. Assuming that charging a rebate on expenditure is a non-starter, what do you think is the best way of calculating how much that access fee should be?
