Does procurement classify activities as premium and non-premium services? Is this used to receive charge/perks accordingly?

Procurement conducts a lot of activities such as fast tracking of RFI/ RFP process, indulging external parties to provide services during crisis etc. Can they charge a premium for these extra services to the internal organization while measuring the ROI of their saving?
