Does every procurement initiative need to drive cost savings?

I keen to understand if my colleagues in the market are all driven by the amount of savings they identify in the category or is there focus on the broader issues of managing risk in the supply chain. Which takes precedence? If the latter takes precedence, how should Procurement be measured (in terms of the value creation).
