Deciding When to Go on RFx If Value Size is Not a Basis for the Process

I am assisting a client with their Procurement Policy. One of their challenges is that their direct costs are made up of a high volume of OPEX items, not of large value CAPEX items. In terms of indirect purchases they are quite lean. How does this company decide when to go out on RFx if the value of the direct purchase items is low?
