Could the Rio 2016 Olympics have benefitted from better sourcing?

The Olympics, an event that happens once in every four years and lasts 16 days. Whilst the world marvels at the athletes, there has been an undercurrent of issues marring the events in Rio. Such as governmental corruption, ticket allocation issues, cost overruns and a lack of completed facilities. Could the Olympics have benefitted from a better outsourcing strategy? Did they lack the procurement experience to ensure the success of the games? What do you think that they could have done better in the lead up to the event? Or has the Olympic games been a total success and we aren't recognising the challenges of hosting a major sporting event in such as a large developing country?
