Can Quality questions in non-EU tenders include pass/fail?

PQQs are no longer allowed for non-EU tenders. Presumably, this precludes pass/fail questions in tender documents, e.g. regarding required accreditations, a failure of which might discount a tender. Does this mean that such requirements should be stated in the specification, and output-based questions asked around these requirements?
