BSC (Bordereau de Suivi de Cargaison) into Ivory Coast

Dearest Procurious network, does anyone have experience with managing BSC (Bordereau de Suivi de Cargaison) into Ivory Coast you can share? I've asked Google with not much success. From what I gather though, the shipper is responsible for the BSC - have you had issues with the shipper carry out this responsibility? Can an Incoterm shift the onus to the buyer to manage?
