Breakdown Services for Minibuses Tendering

Good afternoon all, I am currently working with a public sector organisation client regarding breakdown services for minibuses to over 100 school minibuses across the county. Does anyone have any experience in tendering this sort of service? If so, how was it procured, i.e. what procedure was used? What pricing mechanism was used and what evaluation criterion was used to assess the bids?
