Biggest Oversight in Cost Down Projects

What are the biggest oversights, missed opportunities you see in Procurement? For me it is one I see continually at all levels and that is a narrow view when sourcing existing business. Time and time again I see procurement teams fixated with the PPV, the estimated savings potential based on what they have bought before. Never thinking to look at what they needed to buy, or actually consumed! With the fixation on targets, procurement teams are becoming obsessed with quantifiable numbers which show on their scorecards, rather the full supply chain costs. How often do you see teams sourcing internationally, from EU to China, India etc chasing the £'s which will show in their reports. All too often buying in MOQ's which fill their shelves, increasing stock turn duration, raising inventory, increasing lead times etc, but hey that is someone else's number right! What do you continually see?
