Benchmarking of IT hardware pricing

Hi, We are about to launch a large RFP for reseller/distribution services of PCs, mobile devices and network equipment incl peripherals. Part of the service is integration into our eCatalogue. This has not been tendered for many years, so we do not have any RFP material to start from. We have the same challenge as many other large companies... People benchmark pricing with pricing on the internet. We obviously have value adds, but stakeholder perception is king. Now is the time to address this. Question... do solid requirements and benchmark clauses exist that can be used to mitigate this, so we e.g. always have lower cost than internet benchmark. Also, how is this practically implemented? Any input is strongly appreciated.
