Are there tender websites that help you get a meeting with the buyer?

A colleague mentioned an email they received from a company that gets you through the stages to a meeting with a buyer and you pay them for each meeting. However, they cannot remember the company that did it. Has anyone heard of this before or know of any companies providing similar services?
