'62% of CPO's responded that their teams did not have the skills or capabilities to deliver their procurement strategy'

The above quote is taken from Deloitte's 'Global CPO Survey 2016'. Yet again, the talent gap within procurement teams has reared its head, and the results suggest that it's getting worse (57% in 2014). http://www2.deloitte.com/us/en/pages/operations/articles/chief-procurement-officer-survey.html# This seems to be a recurring theme on Procurious and within the wider procurement industry. However, how do you fellow procurement professionals think about this 'perceived' talent deficit? (I say perceived as I'm interested to hear directly from those who work within procurement teams first). Do you think that the talent gap exists? Additionally, if so, what do you think these CPO's should be doing to address the problem? I believe that it is easy to identify problems; the real value comes from identifying solutions.
